Overall Job Objective


This is the second level in the Utility Service series. Incumbents in this class may work in any of the following three field areas: 1) water services, 2) repair services, or 3) wastewater. The main focus in this class will be to uphold the operational integrity of water and wastewater distribution/collection systems. Incumbents may serve as lead to part-time workers.




Examples of Duties

TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)

1. Performs work orders which may include assembling, installing, repairing, replacing, relocating, testing, maintaining and/or investigating a variety of equipment, fixtures, and/or water/wastewater delivery systems. This may include but not limited to meters, lock outs, unlocks, red tag notices, mainlines, line leaks, line plugs, hydrants, hydrant meters, temporary meters, valves, manholes, lift stations, air relief valves, irrigation lines, ports, and well site facilities.

2. Carries out the meter reading process which includes calculating route, selecting appropriate reading device for each route, determining which testing procedure to use to get most accurate reading, and what repairs may be needed.

3. Performs a variety of routine services including the valve exercise program, camera pipes, jetting, flushing program, and preventative maintenance program, and/or other maintenance and repair activities.

4. Operates, maintains, and repairs a variety of hand and/or power tools, which includes: valvevac, vactor truck, pumps, compressors, weed whackers, saws and/or a variety of other light equipment.

5. Performs utility locating and operates line locator as needed.

6. Responds to emergency situations such as system breaks, overflows or blockages as needed.

7. Maintains written work records, including complaint resolution, maintenance and repair logs, flow records, and daily work logs.

8. Maintains and controls inventory including tracking inventory used per work orders and new parts and materials received.

9. Follows safety procedures, utilizes safety equipment, and monitors work environment; reports any concerns in a timely manner.

10. Participates in monthly meter locks and unlocks.

11. Participates in on-call program once fully trained.

12. Performs other duties of a similar nature or level.

Typical Qualifications

Training and Experience (positions in this class typically require):
High School Diploma, or G.E.D., specialized training and experience relating to area of assignment and two years of relevant experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements(positions in this class typically require):

  • Arizona Driver's License;
  • Arizona Department of Environmental Quality (ADEQ) Grade I Water Distribution Systems Operator Certification (or obtain within 6 - 9 months of hire date for water employees)

Special Requirements:
This position has been identified as a safety-sensitive position by Human Resources, per State and/or Federal Law. Upon conditional offer of employment, the candidate selected will be required to undergo testing for alcohol and controlled substances within twenty-four (24) hours of the offer.

* Methods, materials, tools, and standard practices for the installation, maintenance, operation, repair, and inspection of water distribution systems and related equipment;
* Various hand and power tool and equipment operation;
* Utility locating;
* Occupational hazards and safe work practices including open trench safety.

Skill in:
* Operating hand and power tools, light and medium equipment, and cleaning equipment;
* Operating heavy equipment;
* Performing various reading comprehension;

* iPad usage and various meter reading equipment;
* Reading maps;
* Understanding and interpreting schedules;
* Communication both verbal and written, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Physical Requirements:  
Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering,  grasping, feeling, talking, hearing, seeing and repetitive motions.
Very Heavy Work:  Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of work frequently, and/or in excess of 20 pounds of force constantly to move objects.
Incumbents may be subject to:  hazardous physical conditions (mechanical parts, electrical currents, vibration, etc.), atmospheric conditions (fumes, odors, dusts, gases, and poor ventilation), hazardous materials (chemicals, blood and body fluids, etc.), extreme temperatures, inadequate lighting, work space restrictions, intense noise, travel, and environmental dangers (disruptive people, imminent danger, threatening environment).
