Overall Job Objective


This is a full journey-level professional class. Incumbents are responsible for performing routine budget, financial and accounting duties. Incumbents are required to understand, interpret and apply the principles, standards and practices of governmental accounting, auditing, budgeting, and financial reporting. Incumbents must understand governmental financial systems and the flow of transactions between systems in order to extract and manipulate data for required reports.
When assigned to the Enterprise Finance Division, provides analytical support to department management, performing financial and data analysis concerning the Town’s utilities, including water, wastewater, and solid waste. Performs routine data audits to ensure the proper billing of utility accounts working closely with the Customer Service Division. Assists with development and maintenance of utility financial models and financial reports.

Examples of Duties

TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)

 When assigned to the Enterprise Finance Division:
  1. Performs technical work ensuring the proper billing of utility accounts by conducting data audits and reviews related to utility accounts, services, bill codes, tax codes, and parcels.
  2. Prepares journal entries, reconciliation reports; maintains, updates, and reconciles various reports, ledgers, files, databases, and spreadsheets.
  3. Analyzes financial information and checks in with other staff and departments to identify items such as notable variances or anomalies, and keeps the division manager informed of such information in a timely manner. Prepares and presents written financial reports and forecasts, including but not limited to, variance analysis and short and long-term projections.
  4. Assists with the preparation of special reports including conducting analysis and researching discrepancies.
  5. Analyzes and provides statistical data and implements processes to improve business operations and recommends and assists in the development and implementation of new programs, policies and procedures.
  6. Performs other duties of a similar nature.

Typical Qualifications

Training and Experience (positions in this class typically require):
Bachelor's Degree in Accounting, Finance, or a related field and two years journey level experience in financial analysis, cash management, accounting, or budgeting; experience in a governmental environment preferred; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Knowledge of:
  • General accounting, budgeting and reconciliation principles, preferably in a government environment;
  • Financial report preparation, statistical analysis, research techniques, and implementing internal controls;
  • Cash handling procedures and related internal controls;
  • Interpreting and applying applicable laws, codes, regulations, and standards;
  • Computer software including automated financial software, word processing, database applications, spreadsheets;
  • Customer service principles.
