JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for performing, leading and overseeing the work of staff engaged in providing development engineering support to Town staff, developers, engineers, architects and contractors by analyzing, interpreting and performing engineering plan design, review, and field inspections. This position is in the Development Services Department - Engineering Division. The primary roles will be regarding private development projects including residential and commercial subdivisions, commercial site plans, and other various private development projects.
DISTINGUISHING CHARACTERISTICS
This is a senior level professional classification in the engineering job family. Incumbent(s) perform the full range of advanced engineering duties that demonstrates broad practical knowledge in a variety of processes, methods, techniques and best practices. Work involves planning and coordinating difficult assignments, the modification of established guidelines, and the initiation of new approaches. May be responsible for daily work assignments, conducting work reviews, training staff in work procedures, and providing recommendations to management.
The Town’s business hours for this position are a 4-day; Monday-Thursday 40-hour work week with Fridays off.

ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.
- Serves as a formal lead to staff; schedules staff, provides communication from management to work unit, delegates and monitors workflow.
- Oversees and leads engineering plan review of residential and commercial subdivision plans, final plats, and all related onsite and offsite civil engineering plans and technical reports.
- Performs engineering pre-application reviews and technical reviews of planning and zoning applications, reviews minor land divisions including land splits, land ties, lot line adjustments, legal descriptions and maps of dedication.
- Assists in developing, revising and maintaining engineering policies, processes, procedures, guidelines, and ordinances as they relate to engineering civil design standards, details, and specifications for both private development and public works CIP construction projects.
- Assists customers, residents, and developers with engineering related concerns; discusses construction plans, permit procedures, status of reviews, problem areas, changes needed, and contractor responsibilities with Town staff, property owners, developers, engineers and architect.
- Oversees, monitors, enforces and collects construction assurance documentation, ensures approved plans are properly signed and recorded; determines cost estimates and inform engineers and developers of various fees such as right-of-way construction permit fees and development engineering fees.
- Prepares staff reports for the Town Council regarding Final Plats, maps of dedication, right-of-way abandonments, warranty deeds and utility easements; attends Council meetings.
- Provides technical information, assistance and expertise to staff members, Council Members, engineers, developers and contractors.
- Represents the Town Engineering Division and serves as a staff liaison on committees and inter-agency projects.
- May assist in reviewing CIP and traffic plans and specifications; assists applicable internal departments/divisions in determining cost effective engineering solutions during the scoping and plan review process.
- Conducts field visits to assist in identifying and resolving potential construction issues, provides assistance to the engineering construction inspectors and the right-of-way permit staff.
- Performs related work as assigned.
- Typical Qualifications
MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
Bachelor’s Degree from an accredited college or university in Engineering and 6 years of related experience; or an equivalent combination of directly related education and experience.
LICENSING/CERTIFICATION REQUIREMENTS
- Driver's License;
- Professional Engineer (P.E.) License;
- Maintain all certifications/licenses required at job entry.
KNOWLEDGE
- Civil engineering theory, principles, design standards and practices;

- Federal, state, and local codes, laws, rules and regulations;
